What it means
A permanent 5.7.1 rejection. Apple's published requirements for bulk mail are specific and every one of them is testable from your own side: confirmed opt-in, a working unsubscribe, SPF and DKIM, a published DMARC policy, reverse DNS, stable sending addresses, separated marketing and transactional streams, and list hygiene. Any of them missing is a reason a filter may act.
Why it happens
- Bulk mail to a list that was not confirmed opt-in.
- No unsubscribe link, or one that does not work immediately.
- Marketing and transactional mail sharing one sending identity — Apple asks for them to be separated.
- A list carrying addresses that bounce or have not engaged in a long time.
- A sending domain or IP whose reputation at Apple has already suffered.
What to do
- Work through Apple's bulk requirements one at a time and fix what is missing before anything else.
- Add List-Unsubscribe with RFC 8058 one-click, and honour an opt-out immediately rather than at the next send.
- Split marketing from transactional mail — different subdomains, ideally different IPs — so a campaign cannot cost you your receipts.
- Remove addresses that bounce and subscribers who have not opened in months.
- Keep the From: name and address stable, so recipients and filters both recognise you.

Where is the complaint rate I should stay under?
Apple publishes no threshold and offers no feedback loop, so there is no number to watch and no report to read. The signal reaches you only as rejections, which is why the requirements have to be met in advance rather than tuned afterwards.
